Telxess was set up in the year 2006 by Mr. Amitabh Singhal.
Mr. Amitabh Singhal was a Founder and former President of Internet Service Providers Association of India. Apart from having helped write the original ISP policy for India, various other policy and regulatory achievements including helping the Government/Regulator to write various guidelines for ISPs, removal of restrictions on scope of services, opening of International Gateways, bringing down price barriers, etc. are some of the highpoints of his tenure at ISPAI.
He is also Founder, a Director on the Board and was the CEO of National Internet Exchange of India (NIXI), which he helped conceptualize and set up as a public private partnership initiative between ISPAI and Deptt of Information Technology, Government of India and also presided over the structuring of NIXI as the Registry for the .in Domain (Indian ccTLD).
Currently he is on the Board of Public Interest Registry (PIR), which runs the .ORG Domain. This is the 3rd largest gTLD after .COM and .NET.
He is also a Non Executive Director on the Board of VAS technology Startup Company, Virtuoso Solutions (P) Ltd.
He was the spokesperson on behalf of the Indian ISP industry for over a decade.
He helped shape public policies in the internet/telecommunication sphere from various forums, some of them being:
- National Communications Committees of CII, FICCI & ASSOCHAM
- Expert panel of the PM’s Group on Telecom and IT Convergence, headed by the Hon’ble Finance Minister of India. – Responsible for ending VSNL monopoly and opening up of International Gateways for private investments.
- High Powered Bandwidth Advisory Committee. – Responsible for increasing availability of international bandwidth connectivity
- Development Council for Telecommunications: He was the Convener of the Sub Group on Telecom Services and Convergence. – Among other things, recommended formally Infrastructure sharing for Telecom operators.
- Cyber Regulations Advisory Committee of the Ministry of IT – helped to formulate the Digital Signatures Framework.
- Planning Commissions Task Force on Convergence and E-commerce
- MIT / Ministry of Commerce’s task force on E-commerce and WTO. Task Force for growth of Internet, created by TRAI
- IT Task Force of the Government of NCT of Delhi, etc
- DiT’s Committee for Evaluating Broadband Technologies – Powerline Broadband
- DiT’s Working Group on Internet Proliferation & Governance
- IPV6 National Task Force – Special Invitee
After a stint in business and office Automation companies from 1983 onwards, He joined GTL Ltd. where his last position was Senior Vice President/Group Head (Corporate Affairs).
In 2006 he set up his own Consulting Firm, Telxess Consulting Services (Pvt) Ltd.
He has also co-founded another Company, VCON Services which runs Disaster Management Emergency Response Center for State Governments and is also working on R & D to develop critical Telecom Infrastructure solutions.
He is also associated with two premier Law Firms in UK and in the US, supporting M & A activities and providing Policy & Regulatory guidance to the laters Wire line Wireless and Value Added Service Provider clients.
He has a Bachelor’s Degree and a Post Graduate in Marketing Management along with Certificates in Sales and Quality Management. He also holds a Certificate in Corporate Directorship
Recently, a software division has been added to Telxess.This is headed by Mr. Puneet Kumar.He is a Computer Science Graduate from Delhi University with a Masters degree in Computer Applications.Mr. Kumar has experience of over a decade,working in the IT industry,in various roles.He has experties in developing a variety of software application using various technologies and for different domains.He has worked for major IT companies like NIIT Technologies,CMC Ltd(Now a part of TCS),ICICI Infotect(part of ICICI Bank)etc and is well versed in best practices for developing quality bug free software.
